A Saint Lucia Emergency Travel Document (ETD) is a serious and solemn national security instrument issued by the Government of Saint Lucia, asking other states to allow a bona fide Saint Lucian to transit through their territory without let or hindrance, on account of an emergency. States honour our Emergency Travel Document based on a relationship of trust and confidence in our application and verification processes. Accordingly, Emergency Travel documents can only be issued with proper documentation and verification of requests and claims made by applicants.
The Consulate General of Saint Lucia has therefore reviewed the requirements regarding the approval and issuance of emergency travel documents, which includes completing and submitting an Emergency Travel Document Application Form and providing documentary evidence substantiating the Emergency and the relationship with the applicant. This note provides guidance on application requirements for the various categories of emergencies, including those not covered under any specific category.
Please note: In exceptional or unforeseen circumstances, and with satisfactory justification and supporting documentation, an emergency travel document may be approved and issued, at the sole discretion of the Consul General. The identity and nationality of the applicant must be verified by the Consulate General of Saint Lucia prior to the approval and issuance of an Emergency Travel Document, and so we will NOT be responsible for air ticket, or any other costs whatsoever incurred by the applicant prior to the decision on approval or denial.
In all cases, except those relating to Removal/Deportation Orders, the Emergency Travel Document (ETD) fee shall be waived, if the applicant has submitted a passport application through the Consulate at least eight (8) weeks prior to the ETD application.
