Henry Mangal
Consul General
The new Consul General of Saint Lucia to Canada in Toronto, is a proud Saint Lucian born in the community of Mon Repos. His schooling includes St. Aloysius RC Boys Primary and St. Mary’s College in Castries, where he excelled in the academics, cycling and debating. In 1984 he was Saint Lucia’s top Caribbean Examinations Council (CXC) performer and also emerged as Cyclist of the Year at the National Sports Awards.
He has a Bachelor’s degree in Accounting from the University of the West Indies, Cave Hill Campus (Barbados) and a Masters in Strategic Leadership from the University of Westminster, in the UK. In a voluntary capacity, Mr. Mangal has also served as a very dynamic President of the Saint Lucia National Youth Council (NYC) from 1993 to 1997.
He also served as the Chairman/CEO of the Saint Lucia National Lottery, a Director of the Windward Islands Lotteries Incorporated, a Director of the National Research & Development Foundation (NRDF), Chairman of Sports Saint Lucia Incorporated (SSI), Chairman of the James Belgrave Micro-enterprise Development Fund Inc. (BELfund), Chairman of the National Skills Development Centre (NSDC), and as Permanent Secretary in the Department of Youth and Sports. He was also a member of the Prime Minister’s Advisory Council (PMAC) appointed by Prime Minister Kenny D. Anthony when he first came to office in 1997.
In October 1999, he was elected as a director on the Board of the National Commercial Bank (NCB) of Saint Lucia. He continued to serve when the NCB merged with the Saint Lucia Development Bank in 2001, to form ECFH and several subsidiaries including Bank of Saint Lucia (BOSL). Mr. Mangal has also served as Chairman of the Caribbean Association of Audit Committee Members (CAACM) and as the Operations Manager of UNDP Barbados and the OECS. He is also a Management and Organisational Development Consultant.
He is married and together with his wife Jacqueline they have one (1) son, Henri-Jacques.
